Chester County has the highest median owner-occupied value in our footprint at $485,600, a 75.1% owner-occupied rate, and about 204,774 households — spread across 750 square miles at roughly 712 people per square mile, the lowest density of any county we buy in (2020–2024 American Community Survey and 2020 Census density, Census QuickFacts, read 2026-08-25).

Act 319 roll-back taxes — the most expensive surprise in a Chester County land sale
If enrolled land changes use, the owner owes roll-back taxes. Chester County’s own assessment page sets out the programme:

- “Only land assessment is affected” — it is assessed on agricultural use value rather than market value.

- On a separation: “Owner who changes the use of the land is responsible for the roll-back taxes for the entire property up to 7 years after the separation. After 7 years, each parcel is treated separately.”

Two practical consequences for anyone selling enrolled land here:
- A sale by itself is not automatically the trigger — a change in use is. Whether a specific transaction triggers roll-back depends on what the buyer does with the land and how the deal is structured, which is a question for the county assessment office and your own attorney, not for a buyer’s website.
- Seven years plus compounded interest is a real number, not a rounding error. It belongs in the net-proceeds arithmetic before a price is agreed, not after.
